GA probably needs to be read in context of the actual story arc to be appreciated (it's part 3 of the storyline, IIRC), though the issue is a little too close to Winick's heart, may lead to him getting a touch preachy.
As a comic book writer overall however, especially including his Barry Ween stuff, he's a better writer than Joss. (V4 of Barry Ween is the stuff of sheer perfection.)
Is there a new penciller on GA? I mean, I know one is coming on board, I just don't know with which issue.
The penciller in this issue is Phil Hester. This is the first time I've picked up a GA comic, so I have no idea if he is new or not.
Correction: There is a blurb at the back that says Tom Fowler and Rodney Ramos will be starting with the next issue.
