As confusing as Teen Titans is, the explanation is even more confusing. Meep!
Sumi, Iris Allen-West, the once deceased wife of Barry Allen, AKA the Flash, was murdered way back in the silver age, except that she was actually from the 30th century, and so was rescued and revived at last minute but, for various reasons, had to stay there. Eventually, Barry joined her there for a while, before biting the big one to save the universe. Bart Allen--Impulse--is her and Barry's grandson.
She came back to the present eventually for various Bart-related reasons other people can explain better than me.
