I believe the metahuman thing stems from the Invasion! summer crossover, wherein about 95% of the human superheroes were revealed to get their powers from the meta-gene that a certain proportion of people carry.

Oh. So do you need an accident to trigger this meta-gene sometimes? Barry Allen, meta? Once activated, the powers are hereditary? Superman, not meta because alien, right? And then there are people like John Constantine or Tim Hunter -- meta? Aquaman -- not human, but is he meta for an Atlantean? Black Lightning?

Or, it could be induced, or the person could be a natural mutant, but i any case, the idea is that NOT everybody could develop super-powers, but it turned out to be a larger chunk of the population then they thought.

Most magical types weren't effected, but Dr. Fate was for some reason, so it's possible that Tim--whose powers are innate, not learned, may actually have it, whereas John--who's all learned, isn't. But that's a guess.
