Nuh-uh. They are signatures. Or the blank bits left over after having something printed on signatures. I used to be able to do this math in my head. I also used to know the term signature without thwumping myself in the head. Old times...

The characters are there as spacers, to allow the pages to render properly in some older browsers. They're sort of like HTML shims. No big secret.
