IIRC, Dreamweaver has something called "clean up HTML" that will indent and color all the tags for you. (Of course, I haven't used it in years, and so have no actual helpful information.)

Homesite has this thing called CodeSweeper, which I've fiddled with but not really got to grips with, that does the same kind of thing.
Maybe Ultra-Edit has something like that? Arachnophilia? NoteTab? I'm the last person to ask about Wintel apps though.
