I would swear that towards the beginning of the series, it was mentioned that one of Sylar's victims was frozen to death.

What power did he use to create the physical structure of the snow globe? Is there a glass-walls-creating power that I don't know about?
Did he actually create a snow globe around mom? It looked to me like it was just artsy camera work, with the camera shooting through one of the actual snow globes while Sylar filled the room with snow.
