I'd ignore the whole thing and recast so I could say "in public." But I'm sure that wouldn't help on a spelling test.
"Publicly" looks right to me, because "publical" isn't a word. I think I was taught that you use the "-ally" adverb ending only if the adjective has the "-al" ending. Also, when I see "publically," I want to try to pronounce it with four syllables, which sounds weird.

When I was about 8 or so, I would misread the word "pubic" as "public." So I'd be confused about references to "public hair," as I figured that public hair was the least public that hair could be.
