Still, it seems that if it's something the clinic insists on to cover its own ass (i.e. not giving treatment or whatever potentially harmful to a fetus), it should be their responsibility to cover the cost.

I see your point, but the clinic also has a responsibility for the patient's health (and any potential fetus' health) that they cannot abrogate. I mean, if the patient insists that she's not pregnant, and she is, where does the responsibility lie?
