Asyke, I think we just decided to open Lightbulbs now, but leave the other start/end times at midnight for simplicity's sake.
I suppose if a proposal were seconded 4 times in the morning (board time), we could use noon to keep the actual discussion time as close to 4 days as possible.

It's cleaner. Discussion ends at midnight. Voting commences at midnight and ends at midnight three days later.

I think keeping it midnight (or noon, for proposals Lightbulbed in the morning) also makes it easier on the admins who will be closing the thread and opening voting.

When we talk time, we mean Board Time, which is Eastern US time.
