Oh, Betsy, one place you can get tim tams is from the wardrobe in my study. Failing that, you can always go here instead.

ita, tim tams have a near legendary reputation in Australia. I find them too sweet for my liking, but the dark chocolate ones are just about right. The link above offers both classic and dark, as well as double coat, caramel and mocha coffee. (It also offers penguins, apparently.)

You pretty much got it. You bite off the two ends of the biscuit, leaving the length of it insulated by the chocolate coating, then suck the hot tea or coffee through it, then eat it, quickly.

See also, alcohol instead of coffee/tea.
