Odd question - for dial-up, obviously you have to have a phone line, but does it need to be active, i.e., have a dial tone?
A modem will listen for a dialtone before it attempts to dial out.

Well, that's nice. I'm fucked then. Comcast doesn't recognize my address and AT&T says it has "no slots available" in my area. I can pick up weak signals from someone's unprotected network and I guess that's it for at home internet for me. Lovely.
