Yes! Although I'm not sure about the quip.
Yep, it was "Justice." Dramatic!
Oh, I forgot how that played out -- it was Arsenal's daughter (who would be Green Arrow's granddaughter) who was killed. Green Arrow got all vigilante and killed Prometheus; Arsenal didn't kill him. Possibly because he lost an arm.
Yeah, okay, because I did think it was Green Arrow who did the killing. Because he was green and shot an arrow.
How did Arsenal lose an arm? Did his friends pull it off for science knowing it would grow back?
I don't even know who Arsenal is. Apparently Green Arrow's son.

I think "The Rise of Arsenal" took the worst ever crown. In the last issue he beat his evil ex with an extension cord, discovered he was impotent, smoked heroin, and beat up some dudes to protect a dead cat that he mistook for his daughter. Because heroin.
Then Batman kicked him in the face.

Yes, Rise of Arsenal is definitely one I've seen cited as worst ever. And shortly after that the dead cat is brought up.

He lost his arm during Cry For Justice, but before his daughter was killed in the explosion that leveled his city. Prometheus cut his arm off, IIRC, and was behind the explosion (and, hence, death of Arsenal's daughter).

It's possible Cry For Justice was "worst ever" until Rise of Arsenal came along (because it was after Cry For Justice; in fact, I think CFJ existed just to set up the Arsenal bullshit).
