Thanks, Strega. Do you mean "2" for the quota? I don't think that can be it, because I think the quota is the number of votes necessary to pass a measure. But the other stuff makes sense.

I actually brought that up in class, and my prof was quite intrigued that a community would seriously discuss that type of voting system.
