Do you mean "2" for the quota? I don't think that can be it, because I think the quota is the number of votes necessary to pass a measure. But the other stuff makes sense.

What Jesse said. I think you're confusing the votes with the weights of each vote. The quota is the number of votes (between 1 and 4) it takes to pass something, not the weight of those votes (1-100).
