Apart from Dorne? I can't think of anywhere else. I mean, there's the Ironborn, but that's a whole other thing, and not purely lineage-based.
Well, not so much that they do (as in Dorne) as that there's no overarching male primogeniture law to prevent it, if a sitting Lord (or Lady) were to name a daughter heir over a son. Not something likely to happen at Winterfell or Casterly Rock, but amongst the bannermen, maybe.
She (like Cersei, only moreso, since she's not anyone's mother) has basically no status at this point.
Not in terms of power, no, but she does have the title.
Do they need to go to Dorne for Plot?
I don't think so. Given how much else has been changed, they can probably get away with just talking about it enough to introduce the relevant characters.
Someone on io9 mentioned Olenna's talk with Sansa, and how it ended with that comment about who would kill a man at a wedding, only a monster. And then the cup Tyrion grabbed was on the table in front of Olenna. I like this idea, although I still don't want Tyrion to pay for it.
