I can only think of the thing with Matt, and I'm inclined to believe that it was a case of one dude's mental business overwhelming another dude's mental business and not nullification of all powers.

The Haitian can nullify powers, right? Was there no opportunity for him to resolve last week's problem by doing so? Why wouldn't HRG beeline for him instead of a syringe?
There's a goodly number of people, me included, who suspect he can only nullify psionic powers -- mind reading, mind control -- and that it's not a seperate ability ... just a side-benefit of his own psionic talents.
