I think he means that if you figure in the DVR usage, it should be getting a 10-13 percent share, not the reported 3 percent share.
Maybe he thinks he's using Variety-speak, or verbification.

I just thought of a brilliant idea for a hillarious and terrifying new reality show: We take people who aren't insane enough to be legally committed but who have worked long and hard to create their own little versions of reality like entertainment industry executives who cannot English be speaking is, and my mother, and get 'em stuck in an elevator together.

The sentence reads to me that he's saying Nielsens sample 3% of the population, and that DVRs are 10-13% of the population.
I'm not sure of the power of the link between those two statements though. But I do think he's saying that the sample is not representative. Still unsure of causality or whatever.
I *think* that he's trying to say that the show is drawing 3% per Nielsen's numbers, but in the DVR universe they are drawing much more than that, and those numbers aren't accounted for the way they should be. Only way I can make it parse and not be really screwy.

The DVR universe doesn't really count though.
It's assumed that people using a DVR don't watch commercials and the Neilson numbers are for advertisers. I didn't read the article but he's right that the "larger unniverse" isn't accounted for but that might be a slam on Neilson and have less to do with a pick up or not.

We're dealing with that right now. Timeshifted viewers don't count - they are simply observed.
I knew they were working on SGA this year but had assumed SG1 was grandfathered. Maybe there was just no point int keeping it on the air - they had their syndication numbers, and it had to be getting expensive...
Oh, now they have a great spot to launch a some of their new shows....but wow.
