Power-grid operators said demand for electricity was surging in other nearby states as well because of the hot weather. Electricity is shared across the West, so California's ability to import power on short notice during a widespread heat wave is limited.

The Stage Two emergency declaration was the first to be called in Northern California in at least four years. The emergency is an indication that reserve levels, which are supposed to be at least 7 percent of capacity, have dipped below 5 percent.

If the state still isn't able to save enough power, the next step will be rolling blackouts. Officials said such blackouts, which are imposed once reserves dip below 3 percent, could be called between 3 p.m. and 6 p.m. today. Rolling blackouts are a way to prevent an uncontrolled crash of the power grid.
