Aimee Bender's latest book, The Particular Sadness of Lemon Cake, has a similar plot device: a character who can taste other people's feelings in the food they cook. Is that what you're thinking of?

This looks pretty good: The School of Essential Ingredients. It's a novel, too.
Also Chocolat by Joanne Harris, and if I remember correctly Amy Tan's Joy Luck Club had a whole lot to do with food, too.
