Is the CSI actors' (George Eads and Eric Szmanda) relationship just a rumor, or a for-sure?

I don't think anything could be for sure unless the actors themselves said it. But they lived together as roommates for quite some time (with Jorja Fox as well), and attended tons of red carpet events with Jorja and one of her partners from Honey Pot Productions (an all-women alternative theatre company in LA) as their dates. And didn't maintain consistency regarding who was dating whom. And were sometimes photographed hugging each other on the red carpet with neither lady anywhere to be seen. And were rumored to have been spotted drunk and making out at some awards show or benefit a couple of years ago.

I don't get it. It's not a mandatory tax, it's a service. Companies who pay for it get to bypass certain filters and assure consumers of their authenticity (Citibank, for example). MoveOn doesn't have to pay for it if it doesn't want to. I could be wrong, but if the plan were implemented nothing would change for MoveOn from the way its emails are treated today.
