About 10 minutes ago, I shut one cat into a bedroom, with his food that the other cat isn't supposed to eat, making sure that the other cat was still sprawled out on the kitty condo. About five minutes ago, I opened the (still closed) door to the bedroom, and found both cats.

Cats don't need portkeys. They apparate.
How can you apparate without opposable thumbs? They need wands for that.

I think it's a wand-less spell, so cats could totally do it.
Also, Perkins is too dumb to apparate. He'd be leaving bits of himself all over the apartment.

Yeah, you don't need a wand. Dobby can apparate and being a house-elf can't have wand.
