Rosa Parks is not the first African American to lie in state under the US Capitol rotunda. That honor goes to Jacob Chestnut, a Capitol police officer killed in the line of duty in 1998.
Parks is, however, the first woman to lie in state.

Lying in state is a term used to describe the tradition in which a coffin is placed on view to allow the public at large to pay their respects to the deceased. It traditionally takes place in the principal government building of a country.
