Who the hell does this? I can see some looting, especially for things like food. But what could anyone possibly gain by shooting at folks who are trying to evacuate a hospital? What the fuck?
Also, this is one of the rare cases where I would be in favor of the Nat. Guard or some such going in and terminating with extreme prejudice.

The thing about a sniper is, it could be just one crazy guy with the right location doing all this. A truly crazy and evil guy, but snipers have been messing with civilians on a regular basis for the last decade or so--and that's in calm circumstances. When the surroundings are insane, I can see a crazy person's crazy getting even more out of control.
