So why would the FE wait until Buffy came back a second time to cause a rumpus? It presumably had cause long before season 7. That particular "revelation" always seemed more than a bit ass-pully.

It's very common to cut for reruns (add more commercials! make extra money! nobody's gonna notice!) but it's strange that they'd use the rerun version rather than the original for DVDs.
