I just saw that list yesterday. Given that the person writing the blurbs is clearly unfamiliar with many of the shows he's describing, I think that this

means he listed the shows he'd seen, and then filled out the list by Googling "sci-fi television" and assigning numbers pretty much at random. Which is kind of brilliant, because for minimal work that piece will get thousands of pageviews.
