He was trying to kill Osama Bin Laden and destroy the terrorist training camps. Even before 9/11 it was very difficult to get good intelligence as to OBL's whereabouts - it just happened that was when they had the best intelligence.

I'm not saying he wasn't. But the timing sucked, and the way it was handled, even internally, was not smooth.
