I think this is true for Seasons 1-4 but not for 5-7. Xander and Buffy developed an adult friendship but it doesn't really seem like she and Willow ever did. (And by adult I don't mean porn.)

I thought it came out as a near-throwaway line in the last season. Buffy mentioned how Willow had told Xander to tell her to kick Angel's ass, and Willow was like, "What? I never said that."
