That seems like fanon, to me. Buffy was still on the air when Firefly premiered, and Xander had already become a nearly secondary (tertiary) character. Maybe Joss said he wanted Mal to be a Xander-type who was damaged by the war, or something.
I wouldn't count on that article for facts since it says Fillion went from Buffy to Firefly. Wasn't he in Firefly first?
