Well, it depends on the proposal, but I work 12-hour shifts and I prefer to take my lunch seven hours in, so this rule would be annoying to me.
The "masquerading as a news report" is worse because after the Armstrong Williams thing our government appears to be getting into the business of paid propaganda, instead of leaving it to the think tanks.

Erin, if you can't find anything else to bake the skirt of the barbie cake in, go buy a cheap 2-quart glass bowl (or if you have one, even better) at bed, bath and beyond or linens and things or some store like that. Make sure it's oven safe. Mix the cake in the bowl. Wipe the edges with a paper towel. Bake. Stuff Barbie in the middle. Decorate.
I wish you were closer. I've made a few. They're actually not too bad.
