I think Joss pretty much came out and said that the Reavers were analgous to old-school Western movie Indians. They weren't meant to be related to actual Native Americans, but rather the "savage outsiders" of the genre.

Yeah. He says as much in the commentary on the pilot. I can see why people were critical because they'd assume it was an analogy entire instead of just analogy of one aspect (that which whoops and paints its face and cuts off your scalp for no discernible reason). Injuns, not Indians (much less Native Americans).
