Okay. What's Session 416?
Yes, I'm very confused and out of the loop.
Well, seeing as the video begins with a title card that reads "R. Tam" you'd think that it has to have something to do with Firefly/Serenity...
No one knows where the hell it came from. Someone downloaded it from a file-sharing dealie, and it's spread.

Well, clearly, it's some sort of fan film. But if that's not Summer Glau, I'll be a monkey's uncle. Maybe she has a twin no one knows about.
Indeed, anybody can add titling to a clip. I have it on very reliable word that it hasn't come from the bods at 'versal.
Now I'm trying to remember that episode. It doesn't look right to have been from The 4400.

A decent film editor could easily have done all of it up to the last 2 seconds, filming the psychologist guy him or herself. It wouldn't be difficult to superimpose the Summer stuff on top of that, especially since the static and whatnot are there to help cover any foibles.
But, it still requires a clip of Summer coming right up to the camera and saying "I can see you." Though I'm willing to believe the voice could be faked, if we can find a clip that works close enough to that line for believable dubbing.
Nah, I doubt it's faked (although there are some weird photography things going on). I'll have a look through the original shooting script tomorrow(*) to see if that scene was there - maybe they were doing some 'test' shooting originally?
(*) The publishers of the Serenity script book have sent me a review copy, and it's SHINY. Production photos, in depth interviews (Zoe was originally a man) etc.
