But, as Cindy says, most of the regulars are kept from appearing in all the episodes because the budget is too tight. They wouldn't be offered contracts that would see them getting paid for all the episodes. I wish I could speak with confidence on this.

Maybe then, it's a matter of guaranteeing the availability of the actor should the show need him or her for the entire run of the season. They get first refusal.
It's a contractual thing - -meaning the actor gets paid whether or not the character appears.
I'm not sure the VM actors get that deal. They specifically cut back a couple of the actors (who remained in the credits all season) to save money. They get credited regardless of whether they appear, and might get an extra something contractually, for being in the credits, but I'm thinking their deals may be structured differently, somehow. I know they were contracted as regulars, but for shorter orders.
I'm guessing (hoping) that it means that they are going into
Lamb's backstory more
next season.
