I would think that John Simm, Billie Piper and David Morrissey are ruled out by their recent associations with the show.
I would put a vote in for the guy who played Billy in Blink but I guess he would be out for the same reason as the other ones already having appeared.
I don't know - that character was cool but more incidental than John Simm or Billie Piper for sure and possibly David Morrissey.
(And having played somebody who only thought he was the Doctor to have him then actually be the Doctor would be confusing.)
