? That's not a term I'm familiar with. I woulda said he's the kind to wait until you're off in a corner by yourself, without hope of recourse, and then give you a wedgie. Nothing downright hurtful, like a serious bully giving you a bloody nose and stealing your lunch money. He's vaguely malicious with a side of cowardice.

I always thought it was called "monkey in the middle"

A quick google suggests it's a Commonwealth thing.
I've always called it keep away myself.
Monkey in the middle to me is a particular variety of keep away. Two (or more) tormentors, one object, tossed back and forth over the head of the monkey. Keep away is more of a free-for-all.
