You can. Or, at least, Verizon can. I think there are some services that can't, but I don't remember which is which, other than that Verizon can. (According to their commercials, Verizon also has service in the NY subways, but I have never had this work. I have made calls from underground metro trains, though. The reception's a little fuzzy, but it's there.)

Cingular only got service in a few of the stations when I was there recently, but I was mostly underground at that point.
