Which Flash? This red-sweatshirt wearing fellow is not Wally West, not Barry Allen, and not Jay Garrick - instead, it's Bart Allen, boy from the future and grandson of the most famous Flash (Barry Allen). However, in this version of the story he was involved in an accident at a very young age that resulted in his powers.
Hmmm. I like the other idea better.

IIRC, the canon is that Barry Allen and Iris West somehow wound up living in the 30th century for a time, where they had two children, Dawn and Don Allen, who both inherited Barry's powers. Dawn Allen had a daughter, Jenni Ognats, who became XS in the Legion, while Don had a son, Bart, who then was sent back in time to now. Both Jenni and Bart also inherited Barry's powers, through their parents.
