This red-sweatshirt wearing fellow is not Wally West, not Barry Allen, and not Jay Garrick - instead, it's Bart Allen, boy from the future and grandson of the most famous Flash (Barry Allen). However, in this version of the story he was involved in an accident at a very young age that resulted in his powers.

The idea that there's this family that keeps having these accidents happen to them to express their speed genes is just odd. Wouldn't everyone start diving for the chemicals then?

IIRC, the canon is that Barry Allen and Iris West somehow wound up living in the 30th century for a time, where they had two children, Dawn and Don Allen, who both inherited Barry's powers. Dawn Allen had a daughter, Jenni Ognats, who became XS in the Legion, while Don had a son, Bart, who then was sent back in time to now. Both Jenni and Bart also inherited Barry's powers, through their parents.
I wonder if the accident mentioned involved kryptonite. It would certainly be a major departure from canon, but not from Smallville.
