Hmm, maybe J.K. Simmons? Excels at playing reptilian bad guys and played a psychologist, Emile Skoda, on Law and Order. The self-righteous evil of Kefler kind of reminded me of JKS's role in the first L&O/H:LotS cross-over, which also had the interrogation set-up and the suspect with a heart condition. The voice is all wrong though.

I thought he also had a bit of Klaus Maria Brandauer in him, without quite as much charisma.
