Hmm, maybe J.K. Simmons? Excels at playing reptilian bad guys and played a psychologist, Emile Skoda, on Law and Order. The self-righteous evil of Kefler kind of reminded me of JKS's role in the first L&O/H:LotS cross-over, which also had the interrogation set-up and the suspect with a heart condition. The voice is all wrong though.
I thought he also had a bit of Klaus Maria Brandauer in him, without quite as much charisma.

Is it a show where Roger Daltrey is the devil? And why is he the devil so often on tv?
"Sliders" dipped into the monkey crack after the first season or two, and it snorted constantly until the very end. And the fans blamed themselves. It was all like, "Oh, you 18-35 year old males, because you watch the show they killed the Professor and threw in MissTightWhiteShirt to replace him!" and "You over 40's - the fact that you watch actually lowers the ratings! You're killing the show!"
