Gateworld is hands-down the best overall info site, but I think it's only got transcripts for S1 and S7 at the moment. Also no quotes.
The transcription quality can be a little eh (there's one woman who's really a lousy speller, though I shouldn't whine since at least they exist out of the goodness of her heart) and they're spread around. I usually just google on Stargate transcript (insert episode title here) and click though the options until I find one that works... and here you go. Is this the quote you're talking about?

Spectacular news. Hearty congratulations to Consuela and all the people involved in the Save Farscape campaign who undoubtedly made clear how marketable this series was. I'm sure it made a huge difference in getting Farscape back into production.
