Was there a reason the Potentials didn't just wait out in the hall while Willow worked the spell, then went down to the basement?

Exactly.
Of course, as an ex-Watcher perhaps Giles felt he didn't count. (I mean, the Bringers stumbled upon Giles -- they didn't hunt him down, right?)
I think he would have been on the list, but perhaps his closeness to the Slayer meant the First Evil was saving him for last.
