I do it. When it's a stranger, I'm polite, but if I'm genuinely interested and their e-mail is public, I don't think it's a problem.
Edit: After all, I put my e-mail on my fic site so people can do exactly the same thing. I do it less often in meatspace, though I have been known to go up to people and just ask stuff, especially when the setting's not *entirely* random (say, classroom).
