I would suggest a letter to the AG of wherever HR has its business address. You're right, Fred Pete, that jurisdiction is difficult, but they do do business from a bricks & mortar location; they are a corporation that is located
somewhere.
However, I don't think the AG or the BBB would have a freaking clue what happened to us. The fact that it happened to several different people, and that they had to cancel their contracts because of the same mysterious claims, is more cognizable to those offices.
But legal action isn't worth it, no; taking them to small claims court is not worth anyone's time.
I'm backing down on the small claims thing. Obviously - disagreement is pretty universal on that, But what about a demand letter (with no threat of suit filing). Just lay out wha they did , and how much they cost us and asking for a refund. If they give us a smartass answer (and given that this is run by a dishonest 19 year old there is a good chance of that) we could forward it to appropriate people - AG BB or whatever.

This is where I am, too. I think any major campaign is a lot of energy that we don't need to expend.

Revenge would be taking down Hostrocket. Revenge is not getting their lawyers to show up at the Hoboken small claims court so we can get our $500.
I just don't feel the rewards of "being right" outweigh the peace of mind at being free of the unpleasantness.

I think Allyson's letter is a good idea. Also, was the account paid by credit card? Because a chargeback is usually a pretty powerful way to resolve disputes, and the fact that there was
no service
for several weeks means you get a refund. There's no other way to look at it.
As far as I can tell, Gar, it wouldn't have any effect on them, so it's not a useful outlet for any energy. Sure, I'd give karma their address if it came looking to take a dump on someone's head, but asking for money back -- soundly ignored, I bet. Small claims court? More hassle for us than them.
BBB and general word of mouth will have MORE effect than either of those, I think. At least, better on the effort/reward ratio.
