We open it up, we talks the talk, we votes, we shuts it down. This thread is to free up Bureaucracy for daily details as we hammer out the Big Issues towards a vote. Open only when a proposal has been made and seconded according to Buffista policy (Which we voted on!). If this thread is closed, hie thee to Bureaucracy instead!
As is usual for me with these kinds of discussions regarding threads I can't post in, I have nothing to actually say about the topic.
However, if this goes to a vote, I'd love to be able to take part in the process by at least counting the votes.

I totally agree that a Jossverse thread sounds like the right way to go, and any breakout can get its own thread if we so desire.

We can probably revisit the issue of folding in Buffy/Angel and Firefly when (if) the current threads reach their limit.
