Each ballot question is tallied separately. The MVT must be freached for each question separately for that particular questions votes to count.
No preference votes count towards the MVT
No preference votes do not count towards whether something gets a majority vote. If the tally is Yes-5, No-4, NP-50, the question passes.
I understand every one of those words. Yet my mind refuses to put them together so they make any kind of sense. I can't believe I ever partook in discussions on these matters. Need some coffee.

It's very handy for multi-decision ballots, where someone might care very much about 1 and 4, but give a rat's ass about 2 and 3.

DXM -- Let me know if you would prefer to receive the votes in any sort of fancy format. My coding options are pretty flexible.
e.g. the subject line could read:
YYNP-YNY-YP-:Joe Buffista
where "P" means no preference, "-" means no vote, and the rest is self-explanatory. I'm just brainstorming for something that you could easily parse and keep track of.
