Open only when a proposal has been made and seconded according to Buffista policy (Which we voted on!). If this thread is closed, hie thee to Bureaucracy instead!

If we count the 16th as a full day, then we could go to vote midnight tonight. (Counting from Cindy's post in Press.) If not, midnight (or 2pm) tomorrow. I don't much care which way we go.
Voting should start either tonight (which would allow for four days of discussion if you include Friday's partial day) or tomorrow night (which would allow for four full days of discussion). For previous votes, it's been up to the proposer which way to go.
Why does voting have to start at night? Can't voting start at noon tomorrow or 2:00 p.m. tomorrow?

Does anybody have a change they want made to the proposal? If not, we are niggling again over issues nobody has a stake in.

How about this: we could open up voting tonight, and just keep it open until the end of seven day discussion-plus-voting timeline. Opening up the vote tomorrow night seems like bad timing anyway.
Due to the lack of objections to Betsy's post above, I'm assuming that voting starts tonight at midnight. The ballot is ready to go. We need a vote counter.
