None of my high school reunions have been at my school. They have also had essentially no involvement from the school. Of course for my 30th out of a class of a little more than 100, we had about 15 people turn up.

Are everybody's reunions at their actual HS? Mine was at the House of Blues downtown this year. And the tenth was at some chi-chi place in North County (managed not to get invited to 20/25, so don't know where/if they were held). If it was actually at my HS, I think I might be more likely to go.

Our actual percentage of attendees might be even smaller than yours, ND, but with a graduating class of 860, it was still a pretty good-sized party.
We had one reunion at a hotel function room, the rest have been at random bars, and hardly anyone goes. Eh!

The only HS reunion I went to was my 10th, and that was only because it was Thanksgiving weekend, and I was still going to my parents' house for the holiday. My 30th was a few years ago. Sometimes I wonder how I got to be over 50, but here I am.
I haven't been to any of my high school reunions, but I'm pretty sure they've been held at a local hotel that is a shithole. I just looked it up on Yelp, and the reviews are just

During the day, there's tours of the school (and, again, the former Forbidden Floors of the convent) and a Mass that I am 100% not going to, lest the Lord strike me dead the moment I walk into the chapel. Then in the evening, our class party is at some bar.
