They have introduced the Legion over in Supergirl, so it's possible. She could also be Dawn Allen (Impulse's aunt).

I know that Tumblr must be collapsing under the weight of Ollie and Felicity getting married all of a sudden, but I am SO DAMN HAPPY about gay Captain Cold. Heart eyes, motherfucker.
Damn it, they made me cry about a character on a show I don't even watch.
So what's the deal with red amulet woman? Everybody else got some vague level of exposition, but I couldn't really tell what her deal was other than wind(?) powers and she might be kind of sciencey and apparently hangs out with Vixen a lot. (I remember Colossus by way of Captain America from the last crossover.)
I did wonder why everyone made big deal about the portal being their only way home when they know a guy who can make them with a wave his hand.
Also, poor Diggle. Huge four hour crossover and and all he gets to do is barf and perform a somewhat awkward wedding.
Except Cisco had no idea where they were.
Zari's amulet is a totem that is part of a set with Vixen's totem.
