We would turn some whole buildings into guest spaces, communal living areas and even a dining space for group meals. 4.4 mil, so if 50 go in, that's be less than $100K each.
But then we'd be in Nebraska?

Omaha is not that cold. Some snow in the winter, hot in the summer, potential for tornadoes in the spring... like KC but with less freezing rain. I did like what I saw of Omaha when I was there for a week.
I do think the upper midwest will be less impacted by climate change for longer than other areas.
In other news, I just fired off an application for a job in the upper peninsula of MI. Because f*** 80F in October, man.
