I think the point is that the word "beer" was confusing the non-Americans.

All I know of ginger beer is that it was used in a threatening manner in one of Pratchett's Night Watch books, as a potential part in a dirty interrogation (though only as a threat, and Vimes was disgusted with himself). I have no idea what is so threatening about ginger beer.
