I'm feeling extremely cynical today, and I can't help but think that the police wants there to be a riot, and is helping to incite one.
I'm not *quite* as cynical in that I don't think it's intentional, but I do think it's an almost unconscious embracing of a riot as the right and obvious response and so they are playing right into it. Like it's too much effort to actively try to think of a different solution.

he really isn't very bright, also extremely lazy - I mean how hard to throw away the sandwich AT CAMP?!?! dumbass.
not that he should be throwing away food. Food he had a SPECIFIC say in purchasing. what the hell is he eating for lunch? just not eating anything buy a bag of chips? no wonder he is a grumpy jerk.
